Partisan politics forbidden in unity drive

An Act of Parliament was passed yesterday evening which abolished the system of partisan politics that has grown up over the past two years. Representatives voted in favour of no longer being formally grouped into political parties, which will no longer be registered or officially recognised. The division of Representatives into “Government” and “Opposition” groupings, a concept introduced in Austenasia only in June last year in imitation of the United Kingdom, has also been abolished. The Fatherland Party and Peoples Party have both announced their dissolution, whereas the Whig Party will continue to exist as a private organisation. This Act was proposed by Emperor Jonathan I just a day after having assumed emergency powers to combat deep divisions which have emerged in Parliament. Returning Austenasia back to a non-partisan system is seen as the first step towards healing the said divisions, which primarily ran along party lines.

Emperor assumes emergency powers to heal deepening divisions in Parliament

His Imperial Majesty Emperor Jonathan I this evening made an unprecedented announcement, assuming emergency powers in accordance with the Constitution’s provisions for an “existential threat to the state” with the support of the Senate, the Prime Minister, and the Leader of the Opposition. It is understood that in the space of the past 48 hours, disagreements primarily related to recently proposed constitutional amendments have spiraled out of control, splitting the House of Representatives deeply along party lines. A vote of no confidence in the Prime Minister was tabled by opposition Representatives but failed, there are rumors that a coup was considered, and some Representatives suggested secession as a response to the ongoing arguments. The announcement by the Emperor is reproduced in its entirety as follows: In accordance with Article II, Section E of the Austenasian Constitution of 2011, with the support of the Prime Minister, Leader of the Opposition, and a majority of the Senate, we hereby temporarily enact the following provisions and accordingly override the Constitution where necessary in order to enable their enactment and exercise: 1) The House of Representatives shall not meet or convene without a prior summons from the Monarch. 2) All titles, offices and positions shall be held at and by the sole will and permission of the Monarch. 3) The position of Proconsul is hereby created, to be held by two individuals each of whom will hold the powers and authority of the Prime Minister. The Prime Minister shall not be divested of his powers and authority, but the three shall work together under the direction of the Monarch to aid in the re-establishing of civil order and constitutional government. Lord Edward Gunderson, Count of New Grémmia and HG Bradley, Duke of Dullahan shall serve as the first two Proconsuls. These three provisions will remain in place until 13 June 2020, when they will be reviewed to ascertain the necessity of expanding, extending or revoking them. Threats of coups and secession, civil strife, and the inability of incumbent Representatives to productively work together has resulted in what can accurately be called “a time of great crisis and existential threat to the state”, as required by the Constitution for these emergency measures. Furthermore, we hereby decree that the referendum scheduled for 30 June 2020 to vote on the proposed Third Constitutional Amendment is brought forward to 12 June 2020. Decreed at Wrythe this twenty fifth day of May during the eighth year of our reign, in the year of the consulship of Hannah Augusta and Brenda Bargerii Nova Richmondiae Domina, anno mundi 7528. * It brings us no pleasure to make this announcement. Many of you may not even have been aware of the deep divisions within Austenasian government. However, such divisions exist and have been getting worse. With the support of our Prime Minister and newly appointed Proconsuls, we shall work together at healing these divisions moving the country forward into a new age. All around the world, societies are falling prey to division, hatred and strife due to political differences. Austenasia shall prove to the world that in this respect, as in many others, there is a different and better way. Constitution adopted for New South Scotland

The Crown Dependency of New South Scotland marked a new era in its history today, following the promulgation of a separate territorial constitution by Emperor Jonathan I. According to the Crown Dependency’s Governing Commissioner, The Rt Hon. Sir Hugh McFarlane KCA, the creation of a sophisticated system of local governance represents a fundamental shift in the Australasian territory towards a more active form of territorial community. New South Scotland’s history dates back to late 2012 when it was first established as a colony of the now-defunct United Kingdom of New Wessex. The territory remained under Wessaxon administration for several months until it was ceded to Austenasia as the Empire’s first Crown Dependency, following the abdication of the Wessaxon Declan I and the ascension of Jonathan I to the imperial throne. Responsibility for the budding territory was placed in the hands of its first Governing Commissioner, the now Charlotte Lindstrom, who also served as monarch of the nearby Kingdom of Zealandia.  Over the following four years, political turbulence within Zealandia saw the Kingdom repeatedly interfere in the Crown Dependency’s affairs, with members of the Zealandian militarily having allegedly sought to annex the territory and Governing Commissioner Lindstrom herself deliberately misinforming the Austenasian Government before occupying the land with Zealandian troops. The subsequent international condemnation of Zealandia saw Lindstrom agree to a compromise, wherein New South Scotland would function as a joint Austenasian-Zealandian condominium under Austenasian sovereignty and Zealandian administration. This arrangement only came to an end with the peaceful withdrawal of Zealandian administrators and the appointment of McFarlane to the role of Governing Commissioner in September of 2016.  According to Governing Commissioner McFarlane, “New South Scotland has throughout its history made great contributions to activity within the micronational community, but its status as a sparsely populated territory has meant that as a political entity itself, it has ironically remained extremely inactive”. Governing Commissioner McFarlane hopes that with the promulgation of a territorial constitution, the status quo may begin to change. “The beauty of New South Scotland is that there is no expectation for it to emerge as one of the beating hearts of the micronational community. It has survived for years as a territorial entity on the fringes of the Empire with limited internal activity, meaning that unlike a national entity, it won’t disappear if it falls into inactivity.” “My intention as Governing Commissioner is to take this unique territory, with its long history and modest expectations, and to forge a special community within the broader micronational space. Citizens who participate in other micronations do not have to make New South Scotland their number one priority. They can come as they please and contribute what they’d like. People can invest as much or as little as they want into this effort, and together we can enjoy the resulting community.”  Under the new constitution, the Crown Dependency will possess its own Legislative Assembly, judicial system and electoral process. According to Governing Commissioner McFarlane, this is designed to allow for maximum political participation, which it is hoped will then spawn other aspects of community, including frequent conversation, organised debates, contests, gaming sessions and cultural projects.  “It’s best to think of the constitution like the roots of a tree. From these roots will hopefully sprout an active political system and a community that is engaged on more than just a political level.” Non-residential citizenship of the Crown Dependency – which does not grant Austenasian subjectship – is open to people of any nationality. Coronavirus measures implemented as pandemic continues

On 16 March, three cases of suspected coronavirus infection were reported by the Austenasian Times. All three individuals have by now either tested negative for the coronavirus or stopped displaying symptoms. Despite this good news, the ongoing pandemic and the reactions of governments around the world continue to affect life for all Austenasians, both residential and non-residential. Palasia and Bregusland restricted travel last month, a fact reported by Lonely Planet in a recent article about the reactions of various “micronations” to the pandemic. However, these are not the only towns of Austenasia to have implemented a response to the disease. The Austenasian capital Wrythe, the towns of Theodosiopolis and Dragovina, and the Harlemum March are all under lockdown. Theodosiopolis and Harlemum, which are both represented by Dionisiy I, have furthermore stocked up on protective masks and anti-viral medicine. Kingeston, which consists of uninhabited parkland bordered by Canada, has declared a state of emergency, and is encouraging visitors to observe social distancing and wash their hands. Peach Ponds meanwhile, which likewise consists of parkland (albeit bordered by the USA) has taken a stricter approach, enforcing a stay-at-home and not accepting visitors. In Mouzilo, the sole resident – Manolis Afentoulis, Duke of Thessalia – has implemented strict social distancing and remained within the borders of the crown dependency for over three weeks, working on various cultural projects. With lockdowns and social distancing being enforced in the United Kingdom, United States, and other countries around the world, many activities which Austenasians would usually join outside the borders of Austenasia itself have also been cancelled. Last weekend saw Western Easter unable to be celebrated by the Imperial Family by attending church with other Austenasians, as is customary. Likewise, Emperor Jonathan I and the other Orthodox Christians of Austenasia will be unable to observe Orthodox Easter this upcoming Sunday 19th with church attendance. The Emperor will instead be listening to a livestreamed service from the safety of the Imperial Residence. Likewise, the Imperial Geographical Society conducts an expedition on the first Monday of May, but will not be doing so this year. As long as the pandemic continues, similar measures and precautions will unfortunately have to be taken in order to ensure public health.

Emperor releases coronavirus statement as Austenasian officials and resident self-isolate

Three possible cases of COVID-19 coronavirus infections have been reported amongst Austenasia’s government and population. On 13 March, Pope Queranus I – Pontifex Maximus and Governor of Iostan na Beithe and Glencoe, better known as Sebastian Linden – announced that he would be self-isolating due to “symptoms matching coronavirus”. The same announcement was made on behalf of a resident of Palasia by Lord John Gordon, the town’s Representative, the following day. Earlier today, Sir Hugh McFarlane – Governing Commissioner of New South Scotland – also made the same announcement. In response to the suspected case in Palasia – the only suspected case reported so far on Austenasian territory – the Border Enforcement Agency has restricted travel over Palasia’s border with the United Kingdom to “essential” journeys. Furthermore, Bregusland – which expanded from a Territory into a Crown Dependency last month with the annexation of a bordering house and its three residents – has also been placed on lockdown, with the border closed to all non-residents. Emperor Jonathan I has made the following statement in response to the ongoing pandemic: Our prayers and best wishes are with all those infected or otherwise adversely affected by the ongoing coronavirus pandemic. Despite the rapid spread of this disease, panic and overreactions will not help but if anything hinder attempts to deal with it. We therefore call for individuals to react calmly, sensibly, proportionately and responsibly. Unless you will be entering into self-isolation with nobody to buy goods on your behalf, there is no need to stockpile food, toiletries and cleaning products. A lack of goods in shops simply means that others will go without or have to make extra journeys; think about the needs of others, and be compassionate. Be sensible, also; self-isolate if you are displaying symptoms, and minimise unnecessary travel or gatherings in order to avoid exposing yourself to the virus. Finally, and most importantly and obviously, be hygienic; wash your hands regularly (see this webpage for further information), disinfect desks, tables and door handles, and keep tissues on your person so as to cough or sneeze into them rather than your hands. Follow the advice of whatever authorities are most familiar with the situation in your local area, and accept disruption and discomfort in order to protect the health of others. By the grace of God this disease does not seem to pose a great risk to Austenasia; let us not let it spread any further by our own stupidity or laziness. We are confident that in time the pandemic will come to an end, as have all pandemics in human history; let us pray that its end will come quickly, for the recovery of those infected, for the protection of those at risk, and for the strengthening of those working to combat the disease. Emperor graduates with Theology MA

His Imperial Majesty Emperor Jonathan I yesterday graduated from the University of Chester with a Masters degree in Theology. The award of his degree followed a year of study from 2018-19 in Chester, culminating in his authorship of a 20,000 word dissertation on the authorship of the Johannine books of the New Testament. The graduation ceremony took place at Chester Cathedral, and was also attended by the Emperor’s fiancée Princess Hannah, Emperor Father Terry, Emperor Mother Margaret, and Crown Princess Caroline. The Emperor’s aunt, Princess Julie, joined the group afterwards for a celebratory meal.

Dionisiy I and Lord John Gordon confirmed as general election candidates

Emperor Jonathan I yesterday confirmed two candidates for next month’s general election. Prince Dionisiy I of the Fatherland Party will be standing against Lord John Gordon of the Whig Party. Lord Gordon is Representative of Palasia, and Prince Dionisiy is Representative of Theodosiopolis. The Whig Party espouses classical liberalism, but Lord Gordon is on the left-wing of his party, and will be running on a platform of socially liberal ideas. The Fatherland Party’s candidate, Prince Dionisiy, is running on a platform of social conservatism and the promotion of Roman and Christian culture. The general election will take place on 12 February, and will elect the country’s fourth Prime Minister. The incumbent Prime Minister, Lord Admiral Joseph Kennedy, has been in office since March 2015 but is stepping down due to the secession of New Virginia. Lord Gordon previously ran for Prime Minister in 2013 as a Marxist, but lost to Countess Eritoshi with one third of the vote. He then served as her Deputy Prime Minister until her own electoral loss to Lord Admiral Kennedy in 2015. Lord Gordon has held positions in Cabinet, serving as Home Secretary from November 2013 to May 2014 and as Minister of Defence from February to July 2018. He also serves as President of the Iceni Democratic Republic, an independent state located near to Palasia. Prince Dionisiy, who also reigns as sovereign of Montescano, joined Austenasia upon the annexation of Theodosiopolis in March last year. He has since been instrumental in the expansion of Austenasia in the old Roman East, personally claiming Laranda, Seleucia ad Cilicia, Chalcedon, and Trebizond for Austenasia.

Emperor announces changes for 2020 in Christmas broadcast

His Imperial Majesty the Emperor used his annual Christmas broadcast to announce that February 2020 will see a general election and the secession of New Richmond and Terentia from Austenasia. He has also revealed exclusively to the Austenasian Times that the Town of Augusta will be joining them, and was not mentioned in his broadcast due to a mistake. The three towns will create a new Commonwealth of New Virginia, to be recognised as an independent state. New Richmond is the most populated single town of the Empire, with 15 inhabitants, and is home to the current Prime Minister, Lord Admiral Kennedy. Augusta – which was part of New Richmond before becoming its own town in June this year – has three inhabitants, and Terentia has six. New Richmond and Terentia both originally joined Austenasia in 2013. It is understood that their desire to leave Austenasia and create their own country is primarily due to the growth of their own local identity and culture during this time. With the impending departure of the incumbent Prime Minister’s hometown, a general election has been called for 12 February 2020. At the time of writing, the Whig Party is expected to put forward Lord John Gordon and the Fatherland Party Lord Dionisiy Tezdzhan-Smahin as candidates. Applications for candidacy will be confirmed by the Emperor by 15 January. The Christmas broadcast was published this morning on YouTube, and can be heard here. Jonathan I has broadcast a Christmas message every year since his ascension to the Throne in 2013. Other than the publication of the Emperor’s Christmas broadcast, the Imperial Family celebrated Christmas Day by attending a morning church service at Carshalton Methodist Church and later opening presents and enjoying a Christmas meal at the Imperial Residence. The Imperial Family was joined at the church service by members of the extended Imperial Family as well as the former residents of Zephyria. Although most of the Imperial Family is Methodist, Emperor Jonathan I joined the Orthodox Church in 2011. He attended a service at his own church yesterday for Christmas Eve, but often attends the morning Christmas Day service at the Methodist church with his priest’s blessing in order to spend time with his family at Christmas. During this year’s service, Jonathan I and Crown Princess Caroline were invited to light all five of the Advent candles to mark the beginning of the service. Christmas wishes have been sent to and received from numerous foreign national leaders by cards and e-mails.

Imperial claim of Adammia to be recognised

New Year’s Day will see a treaty come into force under which the claim of Adammia to imperial rank will be recognised by Austenasia and the Holy Roman Empire. Adammia’s monarch, Adam I, has claimed the rank of emperor since he founded the nation in 2013. Adammia entered into diplomatic relations with Austenasia in May 2018, but without the claim to imperial rank being recognised. Most opposition to recognition of Adammia’s claim came from a desire to prevent “devaluation” by having the imperial rank shared by too many emperors. However, with the Reylan throne having been downgraded from full imperial rank in October, it was felt that consideration of Adammia’s claim was possible. Emperor Jonathan I has therefore agreed with Emperor Quentin I of the Holy Roman Empire to recognise the claim of Adam I of Adammia to the rank of emperor, on the condition that the latter does not unilaterally likewise recognise any other claimants.

Midget titles abolished

In an Imperial Decree passed on Thursday 16th, His Imperial Majesty the Emperor has decreed the abolition of all Austenasian titles derived from the Midget Nation-in-Exile. The Midget Nation-in-Exile was an entity which existed between 2009 and 2011. It was the government-in-exile of the Midget Empire, a playground-based micronation that functioned between 2002 and 2007, and was comprised of several former members of said micronation. The Midget Empire and Nation-in-Exile were both run by a “Midget Master,” a title which has been held by the Austenasian Monarch since 2010. The Nation-in-Exile was annexed by Austenasia in April 2011, with its remaining members becoming a unit in the Austenasian Army. The word “Midget” was chosen by the founders of the Midget Empire for no real reason; it is important to note that said founders were between eight and nine years old at the time. The micronation had no relation to dwarfism or little people, for whom the word “midget” is a pejorative term now regarded as politically incorrect. It is in an attempt to avoid offence and confusion that Emperor Jonathan I has therefore decreed that the instances of “Midget” in Austenasian titulature which remain from the annexation of the Nation-in-Exile in 2011 are to be abolished or revised. Most notably, the office of Midget Master is to be dissolved and subsumed into the throne of Rushymia, an entity which represents the heritage of an earlier micronation which was based at the same school as the Midgets. Furthermore, Centuria II Midgetae – the military unit comprised of former members of the Midgets – will be renamed to Centuria II Ruscimiae. The changes to titulature mandated by the Emperor will come into force on 1 January 2020.
