Naval unit established after meeting of military leaders
Centuria II Ondiara, a naval unit of the Austenasian Army, has been established at the Crown Dependency of Shineshore after a meeting of military leaders on Skype yesterday evening. The meeting saw Emperor Jonathan I, defence minister Lord Marshal William, North American commander Dux Sir Joseph Kennedy, and air force head Sir Ash (formerly Micheal) Mitchell discuss several matters relating to the Austenasian Armed Forces. The first matter of discussion was the merger of the air forces as directed by the Armed Forces Act passed last year. The Imperial Air Force (IAF) was founded in October 2009 and disestablished five months later before being re-established in January 2012. In December 2010, though, Zephyria founded its own militia air force with permission from Parliament, which had remained independent from the IAF. It was decided that the Zephyrian Air Force would be disbanded and its members join the IAF, with Lord Marshal William keeping his rank of Marshal. The next topic on the agenda was a small fleet of four vessels offered to the Austenasian Armed Forces by Shineshore, a crown dependency of Austenasia that had joined the Empire earlier in the month. It was decided that instead of refounding the Imperial Navy (a short-lived branch of the armed forces which existed in name only between October 2009 and March 2010), the vessels would become a naval unit of the Austenasian Army, with their unit being officially founded earlier today as Centuria II Ondiara. Centuria II Ondiara is comprised of three soldiers, with two kayaks and two stand-up paddle-boards. It is the first proper naval force ever controlled by Austenasia, and gives the Empire a naval presence on Lake Ontario.
Tax system reformed
An Act of Parliament passed this morning has abolished the collection of taxes by the Treasury in peacetime. The Tax Reform Act 2013 states that from now on, the Treasury can only collect taxes if authorised by Parliament or an Imperial Decree during a state of emergency or war. Town Councils may impose taxes upon their Towns to fund themselves, but these must be “of a fair and proportionate nature”. The Austenasian tax system was initiated alongside the founding of the Empire on 20 September 2008. Subjects had to pay £1 per month, increased to £2 per month on 6 December 2008, to go towards the upkeep of the Empire. The following month, an extra tax of 20p for each fossil-fuel-powered vehicle owned per month was introduced for environmental purposes. However, with the annexation of South Kilttown (now known as Zephyria) in April 2009, the collection of taxes was restricted to Wrythe’s population. A similar caveat was made with the annexation of Thanasia in May 2013, and taxes were not even mentioned upon the annexation of Palasia in July 2013. For all practical purposes, the three subjects of Wrythe have borne the burden of the financial upkeep of the Empire since its founding, a state of affairs which has now been put to an end. Instead of the Treasury funding Government Ministries by distributing annual grants from the money it collects through taxes, Government Ministries shall from now on be expected to find ways of funding their own projects. Should extra money be required, they may apply for a grant from the Treasury, which will henceforth gain money primarily through donations and fund-raising.
Countess Eritoshi elected Prime Minister
Her Imperial Highness Countess Eritoshi of Memphis has been elected Prime Minister of Austenasia in the General Election held yesterday, receiving two-thirds of the votes. The remaining one-third of the vote went to Lord John Gordon of Palasia, who has become Deputy Prime Minister. Surprisingly, Lord Marshal William – the third candidate, and Acting PM before the election – did not receive a single vote in the General Election. He and Eritoshi had been considered by many to be the two with the most chance of winning the election. A Local Election took place at the same time. All those elected Representatives gained 100% of the vote in their respective Towns, with nobody choosing the option to abstain from the election implemented in response to only one person running for each office. In Wrythe, His Imperial Majesty the Emperor was re-elected Representative, winning back the seat which he lost to his sister the then Princess Caroline in December 2011. In Zephyria, Lord Marshal William was re-elected Representative, a position he has held uninterruptedly since September 2010. In Thanasia, Countess Eritoshi was elected Representative, having been Acting Representative since Thanasia was annexed in May earlier this year. In Palasia, Lord John Gordon was elected Representative, having been Acting Representative since Palasia was annexed in July earlier this year. Emperor Jonathan I has congratulated Countess Eritoshi on her victory, and has also announced a Cabinet reshuffle, with his sister Crown Princess Caroline no longer a Representative. He himself has replaced the Crown Princess as Chancellor and Secretary-General, and Lord John Gordon has replaced Lord Marshal William as Home Secretary, but the Lord Marshal has kept his other two Cabinet offices as Minister of Defence and Minister for the Environment, and Countess Eritoshi has remained Chief Ambassador. Turnout was 81.8% for the Local Election and 60% for the General Election.
Local Election candidates announced
Those running for Representative in each Town of the Empire for the Local Election on Monday 18th November later this month have been confirmed. Between 28 October and 4 November, any subject (or, under certain circumstances, resident) willing was permitted to publicly announce their intention to run for Representative of their Town. The holder of the office represents their Town in Parliament and is eligible to become Prime Minister and hold positions in Cabinet. In Wrythe, the incumbent Crown Princess Caroline has chosen not to run for a second term as Representative. Her brother the Emperor, who was Representative of Wrythe (while Crown Prince) between September 2008 and December 2011, is running to regain the position. In Zephyria, the incumbent Lord Marshal William is running to be re-elected. Lord Marshal William has been Representative of Zephyria since September 2010, when it was renamed from South Kilttown. In both Thanasia and Palasia, the Acting Representative is hoping to be elected to Representative proper. Countess Eritoshi of Memphis is currently Acting Representative of Thanasia, and Lord John Gordon is currently Acting Representative of Palasia – both have been Acting Representative of their Town since Thanasia and Palasia were annexed by Austenasia in May and July respectively earlier this year. In response to only one candidate standing in every local election, the Emperor has passed an Imperial Edict stating that in each local election there will also be an option to abstain. Should that option receive more votes than the sole candidate, then the election will be regarded as legally inconclusive. Should that happen, the relevant Town Council could exercise the powers of the Representative via voting or appoint their own Acting Representative. Apologies for this news being posted late. Candidates for Prime Minister announced
His Imperial Majesty the Emperor has approved three applicant Representatives as Candidates for Prime Minister. Emperor Jonathan I made the announcement this morning on the Facebook group for Austenasia and in several Skype chatrooms used by various politicians and diplomats from around the community of small nations. HIH Countess Eritoshi of Memphis (Acting Representative of Thanasia), Lord Marshal William of Zephyria, and Lord John Gordon of Palasia have all been approved by the Emperor as Candidates. Under Austenasian law, any Representative or Acting Representative can apply to stand for Prime Minister, but must be approved by the Monarch to do so. A recent poll on the Facebook group “MicroGroup” revealed Countess Eritoshi as the clear favourite to win amongst foreign observers in the MicroWiki community, but it is unlikely that domestic votes will be so one-sided. It is expected for each candidate to secure the votes from their Towns – two from Thanasia for Countess Eritoshi, three from Zephyria for Lord Marshal William, and three from Palasia for Lord John – but it is not known how the three voters of Wrythe or the four non-residential subjects eligible to take part will cast their votes. The election will take place on 18 November, alongside a Local Election for Representatives. Even if the winner of the General Election loses their seat as a Representative in the Local Election, they will remain Prime Minister, as was the case with the now Emperor in the December 2011 elections.
Five years of independence celebrated
The fifth anniversary of the Austenasian Declaration of Independence is being celebrated across the Empire with a three-day-long public holiday. The actual anniversary of Austenasia’s founding was Friday 20th, but Independence Day is celebrated today (21st) on the third Saturday of September. His Imperial Majesty the Emperor announced last weekend that a public holiday would be held over Friday, Saturday, and Sunday 22nd in celebration of this milestone. Emperor Jonathan I returned home to Wrythe from Roehampton University yesterday on the 20th, having spent the afternoon at Thanasia with Countess Eritoshi of Memphis on the way back. The Emperor appointed her to the ceremonial rank of Augusta by an Imperial Edict, granting her the style of Imperial Highness and making her second only to himself in the order of precedence in the Empire. This morning, Independence Day was marked in New South Scotland with a parade by its Constabulary, an organisation founded by Governing Commissioner Haakon Lindström to enforce law in the Crown Dependency. The celebration was concluded with Mr. Lindström having drinks with the members of the Constabulary. Celebrations continued as Jonathan I this evening accompanied Crown Princess Caroline, Emperor Father Terry and Emperor Mother Margaret to a quiz night at Carshalton Methodist Church with a fish and chips supper, joined by Lord Marshal William and the population of Zephyria and by Lord Michael, Dame Rosalind and Lady Catherine of the Boxall family (the family of the Emperor Mother). Tomorrow, the final day of the independence anniversary holiday, looks set to be a more relaxed day, with no major celebrations planned.
Austenasia hit by snow
Two inches of snow have fallen over Wrythe and Zephyria today, with more expected to fall over the weekend. Snow was observed to fall on Wrythe Public Park at roughly 09:00 this morning, with roughly an inch having fallen in the Carshalton area by 12:00 and another inch by 16:00. The snow had mostly stopped by early evening, but more is expected to fall on Sunday afternoon. Most of Britain has seen snow today, with 26 centimetres reported in some areas of South Wales. Over 3000 schools were closed across the UK, with all schools attended by Austenasian subjects and residents closing at lunchtime. Conditions on the roads are already bad, with slush predicted to freeze into ice over the night.
First winter snowfall in Carshalton
Dawn broke over Wrythe, Zephyria and Orly this morning to reveal snow falling in Carshalton for the first time this winter. The snow lasted from roughly 06:30 to 08:50, with about two inches falling but only a few centimetres settling. There was no noted disruption to British transport systems, with bus routes running and schools open. The snow had mostly become ice and slush by noon, and had melted away by late afternoon. The last time snow fell in Austenasia was at the start of February earlier this year. It is expected that heavier snow will fall over the rest of the winter.
